Previously, we prepared Pay Studies based on the cost to the employer. Due to insane rules from GASB and the failure by employers to fully fund their pension plans annually, this methodology has become worthless. We now base the studies on the value to to employee. Annual pension contribution rates for the employer become a mute point for wage comparisons. They still matter financially.
Our Financial Reports are now based on a “Burn Rate” rate methodology. We show you how much cash is being “Burned Through” on a daily basis and what the daily cash refueling rate is. We ignore “Fund Balance”, which GASB has rendered useless. We just look at “cash in the bank”. It does not require a degree in accounting to understand this concept.
